There is a constant in each equation. You need to tell Stata, which of the 
constants you want to constrain. Here are just two examples:

 constraint 1 [1]_cons = 0
 mlogit rep78 mpg, const(1)

 constraint 2 [Foreign]_cons = 0
 mlogit for mpg, const(2)

(the second example gives the error message -redundant or inconsistent 
constraints-, but that was not the question here.)
