I found the problem, and it was just oversight on my part. The error
occurred in calculating the 1990 and 2000 Census, not the 1980
Census. So it appears the code I originally sent did correctly
calculate the incarceration rates. And I can immediately see what I
did wrong. Sorry for those emails, but thank you for the new code,
as I will use it to calculate the new values for 1990-2000.
