Stata/Transfer does the job perfectly. Since i don't possess it myself i
thought there would be a way around...but well, next time, i can change the
language settings in windows before collecting the data, things should work
out then.

Have you considered using -odbc- to load the values directly into Stata from
the Excel workbook? I'm guessing that in Excel the underlying numerical
value is stored identically regardless of display, just as for Stata. If my
guess is correct, then the ODBC route ought not to be affected by regional
settings.

how to use -odbc- with Excel.
