st: sort order of empty strings in Mata

In Mata, empty strings sort to the bottom rather than to the top (as they do in Stata):

. di (""<"a")
1

. mata: ""<"a"
0

Is anyone aware of the reason for this (I couldn't seem to find it in the documentation)?
