I personally prefer to do this kind of manual \sjsetissue resetting in a
copy of the main.tex file in the folder in which I am writing my current
SJ article. That way, the sj.sty in my TeX input folder remains as per
the specifications of the most recent invocation of -sjlatex update-.
However, my point is that it might be even better if the regular
default, for everybody's drafts, was an indeterminate issue of an
indeterminate volume at an indeterminate date.

Hi,

a way to change the pre-publication drafts (Year, Volume, Number) is to 
manually modify the following tags in the file sj.sty

\def\sj{Stata Journal}
\def\tsj{The {\sj}}
\newcommand{\sjsetissue}[4]{%
   \def\sj@volume{#1}
   \def\sj@number{#2}
   \def\sj@month{#3}
   \def\sj@year{#4}
} \sjsetissue{1}{1}{March}{2006}
