Since 'findit xtlsdvc' leads you, in the Viewer, to a screen where
you can click on the help and read it even if you have not yet
installed the package, that is implausible.
If you downloaded foo.hlp and "it didn't work", you probably used a
web browser to download it on a Windows system. You should never try
to download .hlp from a browser in Windows. Use "net install" for
materials from SJ/STB, or "ssc install" for SSC materials.
