What exactly does a user have to do to provide the distribution
dates? Do you need to put a line like this in the .pkg file?

No, that is exactly what should be done on packages provided by
individual users. With that line added to each package, -adoupdate-
will be able to figure out whether something is current.
One thing -adoupdate- cannot figure out is whether the latest version
of a package exists on SSC or the Stata Journal archives, and there
is no simple way to automate that. If you have installed a package
from SJ, and the author has posted an update to SSC (prior to it
appearing in a Software Update in a later SJ issue), you must take
heed and install the SSC package. Once you do, -adoupdate- will
ensure that it is current.
