Yes and no. The language of the internet is 
American, which resembles but is not identical
to English. 

I am not saying this because I am English. 
I am partly Welsh, for a start. 

More seriously: Please do note that Statalist 
itself has no rule about people posting in English. 
People have sometimes used other languages, 
and there is, as said, absolutely no rule 
against that. Naturally, I guess that many
people whose first language is not English 
are choosing English for their postings because they suspect 
that will maximise their chance of getting 
a reply, but that is a Bayesian judgement, 
not the law.
