st: twoway rspike - with marker labels placed in the center of the spike

Does anyone know how to create spike plots with a marker label centered
on the midpoint of the spikes, using for example fips codes

Something like

|                                  |
|                         |        |           
|               |         VA      AK
|               CA        |        |
|               |                  |
|____________________________________

Only with the fips codes rotated 90 degrees
