You could do this with gllamm.
Chapter 8 of the manual (www.gllamm.org) shows how to proceed.

Is it possible to estimate a (random effects) ordered-logit panel data
model in Stata? If so, how?
Put differently, does anybody know a procedure that is a combination
between -on the one hand- oglogit and gologit (ordered logits) and
