Do you mean p<0.01? The option -3aster- adds 3 stars at the 1% level
of significance. I don't understand what you mean by "complete
t-statistics". Perhaps you refer to the -tdec(#)- option that
specifies the number of decimal places for t statistics. All this is
explained in the -outreg- help file.
Note that -outreg- has not been updated since 2002. Instead you may
want to try -estout-, which is actively maintained by Ben Jann, a
member of Statalist.
