The reason for -yscale(off)- points to a limitation of value labels: having a label break across two (or more) lines. Originally I had a value label of "Government programs" but that took up too much space so I changed it to "Govt. programs", but that wasn't acceptable. -yscale(off)- was used so the label could be on two lines.
