I don't know of anything that does that in general; it would be a 
monumental task, if at all possible.

But I do have a program that converts a limited set of SAS commands -- the 
ones you use for reading raw data -- into a Stata dictionary.  It runs 
under Windows.  Write to me privately if you would like to know more.
