st: US state files, tmap, and seceding

One condition, I believe, that is necessary for -tmap- and the boundary files to work 
is that the colorscheme.dta file has to be in the working directory.  If the working directory is changed an "invalid file specification" error will be produced.

And, that should have been "...seceding from the Union" (thanks Nick).
