Some mail clients seem to use the "In-Reply-To:" or "References:"
header and others do not. Some mail clients that thread messages (very
helpful on a list like this!) use these header when available, but
guess from the subject line when they are not.
Personally, I would prefer an accurate subject line to an inaccurate
one, and rely on the "In-Reply-To:" header to track the thread rather
than count on an incorrect but consistent subject line to track
threads.
FWIW, some people start new threads by replying to an old Statalist
message and then deleting all the content. If, however, they have a
properly functioning mail client that adds the "In-Reply-To:" header,
their message (with an appropriately changed subject line) still gets
threaded with the old thread to which they replied.
