st: update to -mat2txt- on SSC

Thanks to Kit Baum, Michael Blasnik's -mat2txt- 
package has been updated on SSC. 

-mat2txt- exports a Stata matrix to a text file.

The udated version ...

 - ... can handle row and column names containing 
   blanks or quotes

 - ... can handle filenames containing blanks
