st: plotregion(fcolor(gs13)) - bug(?) with - graph bar -

Hello,
I am trying to change the color of the outer plot region of a bar graph. I works fine with a scatter plot (example in the manual p. 448). However, it does not work with following example. Here, the inner (!) plot region is changed in color. Is my syntax wrong?

(City Temperature Data)

. graph bar (mean) tempjuly tempjan, over(region)

. graph bar (mean) tempjuly tempjan, over(region) plotregion(fcolor(gs13))
