-levels- was added to official Stata on 16 April 2003. 
If you are using Stata 8, you should update your Stata. 

If you are using Stata 7, there is a version -levels7- 
in the module -levels- on SSC. Alternatively, you might 
prefer -vallist- from SSC. 

If you are using Stata 6, an earlier version of -vallist- 
was published in STB-60. 

The FAQ includes this advice: "The current version of Stata is 8.2. 
Please specify if you are using an earlier version; otherwise, the 
answer to your question is likely to refer to commands or features 
unavailable to you. Moreover, as bug fixes and new features are 
issued frequently by StataCorp, make sure that you -update- your 
Stata before posting a query, as your problem may already have 
been solved."
