st: submission to and retrieval from SSC

On an excellent suggestion from Allan Reese, I have constructed a web 
page

http://repec.org/bocode/s/sscsubmit.html

that discusses how to submit materials to the SSC archive, and explains 
why users should always use the buiolt-in 'ssc' command to download 
materials from the archive.
