I have recommended to Pedro to look at Epi-Info, freeware from the Center
for Disease Control www.cdc.gov
That download now includes Epi-Map which produces the maps as described
and comes with a database of country outlines.  You can also draw your own
outlines for areas.  Stata may still be a better choice for manipulating
the data pre-drawing.
