I cannot speak to the Stata question, but if Stat/Transfer is deleting 
every sixteenth case, it is because it cannot find its license file.  I 
suggest you try:

        winexec "C:\Program Files\StatTransfer6\st" license
and
        !"C:\Program Files\StatTransfer6\st.exe" license

and look at the diagnostic output to see if you can get a clue.
