The reason could be that this computer was once configured for the
main university network but is now connected to the university halls
of residence network.
Suggest you examine the settings w.r.t. proxy server, etc. I have
encountered similar problems at U of Liverpool, where they use a proxy
server. Stata supports use of a proxy server, and although it may be
able to work with explicit URLs, it may have difficulty with the
commands it issues when 'net install' is invoked.
