Yes, it is.
You first have to use gllamm
to evaluate the likelihood for your data
using the published parameters
(use the 'from()' and 'eval' options).
Then you can use the 'predict' command to
obtain the scores (values of theta) for
the units.
The first step (evaluation of the likelihood)
is necessary so that the predict command
understands what model the predictions should
be based on.

I am interested in using GLLAMM to analyze data from an IRT model. Is it
possible to input publish parameters and calculate theta using GLLAMM?
