You can combine the data sets. You should not have to recompute the
sample weights.

1. First check that the weight for each observation is the number of
population members represented by the observation.   You may check
this finding the sum of the weights in each sample & comparing to
what you know about the two populations (overseas, domestic).


2. If the weights are as above, then  check that the STRATUM, and PSU
 variables on the data sets are the same numbers--or that the values
on the smaller survey are the same as those on the larger one.

3.  Befpre combining the data sets, make sure that corresponding
variables have the same names, and create a new variable which
indicates whether the subject is a  domestic or overseas worker.

4. Then use svyset to set the PSU, STRATA, and PWEIGHT variables.
