SSC is not code but one source of user-written code. It is documented in 
various places, including

1. There is an explanation in the Statalist FAQ, URL below.

2. There is another explanation in the findit FAQ, URL below.

3. In Stata 8 and updated Stata 7, -help ssc- tells you
about an official Stata command -ssc- helping
you to access SSC. This is documented in the Stata 8
manuals at [R] ssc.
