st: predict after xt commands

Dear Stata enthusiasts: 
 
I am using predict after an xt command. It works fine in the sense that I
get output, but it is not clear to me what the predict command does with the
random effect   
 
For example,
 
xtpois school_days_missed age male self_efficacy knowledge,re i(site)
predict pred, xb
 
Are different sites simply ignored for prediction? Is some sort of averaging
going on (how?)?
