I feel  the author of a command is a person who spent most time
in understanding the formula, in figuring out the structure, and in
everything in a programming.  When a bug is reported the author,
usually (s)he will know immediately which lines or which sub routines
to look at.  I would say that to report directly to the author is probably
the quickest way to get the bug fixed, whether the author is a user
or a company.
