st: -regplot- updated for Stata 8 on SSC

Thanks to Kit Baum, -regplot- has been updated 
for Stata 8 on SSC. This is one of a suite 
of utilities for graphics after model fitting. 

An ongoing project of mine to update some 
of these utilities was outlined in the first 
part of my post "indexplot- updated for Stata 8 on SSC" 
last Friday.
