The page up and page down keys at the top of the number pad do this. If you
have no number pad, the up-arrow and down-arrow act as page-up and page-down
keys when you press the fn key (leftmost key on keyboards without number
pads).

Control-R also scrolls up the command list, and control-L scrolls down
(think of them as control-right and control-left).
