You can use -constraint- with -mlogit- but not with -logit-,
-logistic- or -ologit-. As you may know, I wrote a program -mcl- that
will let you impose certain constraints on multinomial logistic
models more easily, it's available using -ssc describe mcl-. 

If you really insist on constraints in ordered logit models, you
might want to try writing a program yourself using -ml-. That's not
too hard to do and -ml- will also supports the -constraint- command.
