one way that may work, provided you don't have too many observations, would be 
joinby year industry using the_other_data_set
and then keeping the matches whose assets are not "too" different

Dear Statalisters:

I wish to merge two datasets based on three variables: (1) Year (2)
Industry and (3) Total assets.  The first two variables have to be
identicial but the third does not have to be.  In other words, I have a
list of firms whereby I would like to find another firm that, in the same
year and industry has the closest total assets.
